How We’re About to Strip-Mine the One Place on Earth Nobody’s Actually Seen
I live in a cave, which tends to make people assume I’ve got some deep affinity with dark, unexplored places. Fair enough, I suppose. But even I’ll admit that what’s happening four kilometres under the Pacific right now makes my hillside look positively well-documented by comparison.
Because in a stretch of seafloor roughly the width of the continental United States, there’s a genuine gold rush brewing… except it isn’t gold. It’s polymetallic nodules, potato-shaped lumps of nickel, cobalt, copper and manganese that have been quietly accreting on the mud for millions of years, apparently with no idea that one day they’d become the most contested vegetables on the planet.
Give it time before someone works out what my cave’s sitting on.
The Pitch
The mining companies have a story, and it’s a good one, because it’s wrapped in the one fabric nobody wants to be seen tearing: green credentials. The argument goes like this… You want electric cars, you want the energy transition, you want batteries that don’t rely on some genuinely horrifying cobalt mines on land, then this is the lower-carbon alternative. Just a bit of gentle nodule-hoovering, four kilometres under the sea, out of sight, out of mind, minimal fuss.
The area is thought to hold more cobalt and manganese than every known deposit on land combined, alongside serious quantities of nickel and copper, which are the sort of numbers that make mining executives go a bit glassy-eyed and start using phrases like “generational opportunity” in earnings calls. And to be fair to them, those metals matter for EVs, defence tech, robotics and AI… so there’s a real argument buried under the marketing. There always is. That’s what makes this stuff dangerous, not stupid corporate spin, but spin with a genuine kernel of truth wearing it like a coat.
The Bit They Don’t Put in the Brochure
Here’s the inconvenient wrinkle. Those nodules aren’t just rocks. They’re one of the only hard surfaces in that entire vast, sediment-choked expanse, which means an enormous diversity of marine life has spent millennia anchoring itself directly onto the thing everyone now wants to hoover into a bucket. Scrape up the nodules and you’re not clearing a car park. You’re demolishing the only load-bearing wall in a house nobody’s finished surveying yet.
And we genuinely haven’t finished surveying it. That’s the part that keeps catching in my throat when I read the coverage, sitting here by candlelight like some sort of off-grid monk of mild outrage. We are proposing industrial extraction, at scale, from an ecosystem so undocumented that scientists are still discovering new species every time a submersible goes down there. Imagine bulldozing a rainforest and being handed the field guide to what lived in it afterwards, as an apology.
Enter the Grown-Ups (Sort Of)
You’d think, given all that, there’d be some sober international body carefully weighing this up before anyone’s allowed near it with a mining rig. There is. It’s called the International Seabed Authority, and it currently forbids any commercial exploitation of deep-sea resources at all, having spent decades still failing to finish the regulations covering more than half the world’s oceans. Bureaucracy moving at the speed of continental drift, essentially, which under normal circumstances I’d find soothing. Institutions being slow is usually the only thing standing between us and catastrophe.
Except one company got bored of waiting.
TMC, The Metals Company, simply applied for a commercial recovery permit from the US government instead, sidestepping the UN process entirely. And because the US never actually ratified the treaty that created the ISA in the first place, it’s been quietly issuing its own seabed mining licenses since 1984, decades before the international authority even existed, which is the sort of legal loophole that would make a Bond villain weep with professional admiration. Meanwhile Lockheed Martin, yes, the fighter jet people, has been sitting on dormant seabed licenses from the same era and has recently been fielding calls from companies rather keen to dust them off.
So the actual state of play, as of this year, is roughly this: the proper regulator says no, the rules aren’t finished, hold your horses. A US domestic law from 1980 says, well, technically, go on then. And the company itself has admitted the mining technology genuinely isn’t ready yet, while noting cheerfully that the regulations probably won’t be either, so why not crack on anyway. Two racing to be unready together, hand in hand, toward the one ecosystem on Earth we’ve barely glimpsed.
At least thirty-two countries have called for a precautionary pause or outright moratorium. Thirty-two. That’s not a fringe protest with a papier-mâché whale outside a conference centre. That’s a genuine bloc of nations saying, hang on, actually, let’s not.
The Fig Leaf
To be fair, there is a conservation gesture in all this, and I want to give it its due before I inevitably take the mickey out of it. The ISA has designated nine protected zones around the exploration areas, each roughly the size of a small country, specifically chosen to preserve a representative sample of each habitat type that might otherwise be mined into oblivion.
Which is a genuinely thoughtful piece of environmental planning, and also, if I’m honest, gives me exactly the same feeling as watching someone carefully ring-fence one tree in a garden before felling the rest of the wood and calling the whole thing a nature reserve. We’ve kept a sample. We’ve pressed it, like a flower, so future generations can look at a diagram and go “ah yes, that’s what used to be down there, before.”
Why This Actually Matters, From a Man in a Cave
I’ll be straight with you. I don’t have a horse in the cobalt race. I haven’t got an EV, I haven’t got a pension fund I’m aware of, and my current relationship with electricity is best described as “occasional and negotiated.” But I do have a reasonably functioning sense of pattern recognition, and the pattern here is one I recognise from every extractive industry that’s ever existed. It goes: discover valuable thing, discover regulatory body slowing you down, discover a legal side door, walk through it while insisting the whole time that this is different, this time it’s responsible, this time it’s green.
It’s never the mining that’s the villain in these stories. It’s the shrug. The quiet international shrug that lets a domestic law from before most of us were born override a body specifically built, however slowly, however imperfectly, to stop exactly this kind of unilateral scramble.
We are, right now, deciding the fate of an ecosystem we haven’t finished naming, based on a business case that requires we not look too closely, and a legal framework being improvised in real time by whoever gets to the loophole first. That’s not a controversy. That’s a heist with a press release.
I’ll leave the last word to the nodules themselves, four kilometres down, entirely unbothered by any of this, doing exactly what they’ve done for a few million years… existing quietly, asking nothing of anyone, right up until the moment somebody worked out what they were worth.
